Natural Heritage Trust Fund

The Client

Environment Australia advises the Commonwealth Government on policies and programs for the protection and conservation of the environment, including both natural and cultural heritage places. It also manages a number of major programs, the most significant of which come under the umbrella of the Natural Heritage Trust. The Natural Heritage Trust was set up in 1997 to help to restore and conserve Australia's environment and natural resources. Since then, thousands of community groups have received funding for environmental and natural resource management projects.

The Challenges

To develop a system for the Natural Heritage Trust, in conjunction with Environment Australia and Agriculture, Forestry and Fisheries - Australia, to administer the management and monitoring and evaluation of environmental projects managed by the NHT.

The Solution

SRA developed the Program Administrator system, which from a business perspective, includes a number of functional areas dealing with the receipt of applications and tenders through to the monitoring and evaluation of the progress of the projects. Specific functionality includes the processing of:

• Assessments;
• Monitoring and Evaluation, including GIS integration;
• Organisations, Contacts and Addresses;
• Contract Administration;
• Application, Expression of Interest and Tender Receipt and Processing;
• Project Management and Administration;

The production of Contracts and Standards Letters is managed by the direct integration of the Office 97 suite with the Oracle database.

Security has been implemented using Oracle Role Based security to administer access at both the Functional and Data level.

A prototype Web component was developed using Developer/2000 and generated as a web based application.
